BY-LAWS

ARTICLE I
NAME
The name of this organization shall be , "Maryland Chapter, Starcraft Camper
Club, Inc,. We will also have a local branch separate from the National
Starcraft Camper Club. Our local branch will do business as (dba) MARYLAND
STARCRABBERS CAMPING CLUB. The addition of our local branch shall not interfere
in any way with the National Starcraft Camping Club, and all members of said
National Club shall not have any of their rights violated by this addition.
ARTICLE II
PURPOSE A
Purpose A of this organization shall be to provide opportunities for its members
to enjoy good fellowship and pleasant use of their camping vehicle and to
provide representation for its members within the International organization as
an affiliated state chapter for as long as Starcraft Manufacturing, Inc.
(Division of Jayco, Inc) shall be in business.
PURPOSE B
Purpose B of this organization is solely for the purpose of growing our local
Maryland Chapter known as THE MARYLAND STARCRABBERS. The Maryland Starcrabbers
reserve the right to permit any dues paying person to be an associate member
regardless of the type of camper he/she owns. They shall have all rights
afforded our local club. They will also understand they have NO Starcraft
International rights unless they own a Starcraft Camper and comply with
Starcraft International regulations.
ARTICLE III
MEMBERS
Section 1.
The owner of any camping vehicle will be eligible for membership in the Maryland
Starcrabbers Club.
All Starcraft owners must belong to the International organization if they
desire to attend Starcraft International functions.
Section 2.
A camping unit shall consist of the number that can be accommodated in the
camping vehicle and in compliance with each individual campground’s rules
regarding numbers and vehicles.
ARTICLE IV
OFFICERS & COMMITTEES
Section 1.
Officers of the Maryland Starcrabbers shall consist of the following:
President
Vice-President
Secretary
Treasurer
Section 2.
Officers so elected shall assume office on the first day of January following
their election, which is held at the State (September) rally. They shall serve
for a term of two-years (2).
Section 3.
No member shall be eligible to serve as an officer who has not been a member of
the Maryland Starcrabbers for at least six months at the time of the election.
The President or one of the other members should be a Starcraft owner if they
are to interact with Starcraft International.
ARTICLE V
DUTIES OF THE OFFICERS
Section 1.
The PRESIDENT shall preside at all meetings of the club, enforce the By-Laws of
the club, appoint all standing committees, and have such other powers and duties
as normally pertain to the principal office holder. Shall be entitled to cast
the deciding vote when the members are equally divided upon any question. The
President is authorized to permit the loan of up to $100.00 for any one camp-out
without prior voted approval by the general membership. These expenditures would
be at the request of the respective wagonmaster or the Vice-President for a
specified need or entertainment activity. The loan is to be reimbursed or the
expenditure is to be approved by the general membership at the next business
meeting.
Section 2.
VICE-PRESIDENT, shall select all rally sites for the upcoming season prior to
the annual winter meeting. Shall schedule all camping rallies (campouts),
designate any Buddy-rallies and coordinate with the treasurer and president all
campground deposits. Shall be responsible for recruitment of new members and
membership packages. Shall distribute the camping schedule to the officers and
membership at the annual meeting. Shall coordinate volunteers for wagonmasters
and supply assistance where needed at campouts. Shall attend all meetings and be
entitled to a vote therein. In the case of a vacancy in the Office of President,
the Vice-President shall become President until the next scheduled election of
officers. In any absence of the President the Vice-President will preside as
President. The Vice-President will be responsible for selecting at least two (2)
Rally (Campground) sites for the next camping season prior to the winter
meeting.
Section 3.
The SECRETARY should attend all meetings and be entitled to a vote therein.
Shall keep minutes of all proceedings and record them in the minute book of the
club. Will also be a Starcraft owner if they are to interact with Starcraft
International. The Secretary may also submit articles to the Chatter
(International Starcraft newsletter) If the Secretary is not a Starcraft Owner
any Starcraft owner will assume such duties. Shall keep an exact record of
attendance at all such meetings. Shall be editor of the club newsletter, see
that all notices of rallies and meetings are recorded in the newsletter. Shall
take charge of preparing and distributing the newsletter each month during the
camping season, (internet e-mail is an approved method), and shall send notice
of the winter meeting to the membership. Shall be responsible for sending
greeting cards, flowers, etc. to members as needed. He/She may delegate such
duties to others but not the responsibility. In the absence or inability of the
Secretary to serve, the Vice-President and/or Treasurer shall assume the duties.
Section 4.
The TREASURER should attend all meetings and be entitled to a vote therein.
Shall attend to the financial records of the club, and its accounts. Shall
maintain proper records of the club expenditures maintaining all the supporting
vouchers and records. Records are to be current at all times. Shall receive all
funds and shall be responsible for the proper disbursement of funds. Shall pay
all authorized itemized expenses. Shall receive and record all membership dues.
Club record books are to be audited yearly. Before retiring office, club record
books must be audited.
All officers shall deliver to their successors all books, records, moneys and
property of the club that has been entrusted to their care, not later than the
date upon which their successors assume office.
ARTICLE VI
DUES
Section 1.
The annual club dues shall be fifteen U.S. dollars ($15.00) per camping family
and shall be due at the annual winter meeting. Such dues so paid shall entitle
the member to all privileges of the club membership for the calendar year
beginning January 1.
Section 2.
Any new membership dues accepted after the annual September Rally, but before
the end of the current calendar year will be applied to the following calendar
year.
Section 3.
Dues not paid by April 1st of each calendar year shall be considered delinquent
and shall result in such member being dropped from the membership rolls and
their name removed from the mailing list. Members so dropped shall be reinstated
at any time upon paying their membership dues.
ARTICLE VII
MEETINGS AND QUORUMS
Section 1.
An annual business dinner/meeting consisting of the general membership shall be
held every February. New business shall be discussed including the Executive
Committee reports and reports from any other appointed committees.
Section 2.
Eight (8) voting members of the club shall constitute a quorum for the
transaction of business. There shall be one vote per camping vehicle and that
vote shall constitute a voting member. International Starcraft members only are
eligible to vote upon International business.
ARTICLE VIII
COMMITTEES
Section 1.
The Executive Committee shall appoint a Nominating Committee. It shall consist
of 3 members of the Maryland Starcrabbers. It shall be the duty of this
committee to nominate candidates (with prior permission from the nominees) for
the office(s) to be voted on at the Annual State Rally held in September. The
Nominating Committee shall report to the Executive Committee (30) days prior to
that rally a list of all nominees. Additional nominations from the floor shall
be permissible at the Annual State Rally with the permission of the nominees.
Section 2.
The Executive Committee shall consist of the four (4) elected officers.
The President shall be empowered to appoint such special committees as deemed
needed at any time, or by a majority vote of the members at any meeting.
ARTICLE IX
AMENDMENT
These by-laws may be amended at any meeting of the club by a two-thirds (2/3)
vote, a quorum being present. Written notice of the proposed amendment, stating
the purpose of the amendment, an attached copy of the part of the by-laws
proposed to be amended as they currently stand shall be given to each member of
the club prior to voting.. NOTE: This requirement may be made via the internet
e-mail.
ARTICLE X
RATIFICATION
These by-laws shall become effective immediately or as designated after having
been ratified by two-thirds (2/3) of the members present at the annual business
meeting, a quorum being present.
ARTICLE XI
ASSOCIATE MEMBERSHIP
Section 1.
Out of State Starcraft owners who are registered members of another State
Chapter of the International Starcraft Camper Club are eligible to become an
associate member of the Maryland Starcraft Club. There are no restrictions as to
RV make or model for out of state membership to the Maryland STARCRABBERS Club.
Section 2.
Annual dues for associate members shall be fifteen U.S. dollars ($15.00) per
camping family per year and shall be due by the annual winter meeting. Such dues
so paid shall entitle the associate member a copy of the Maryland Starcrabbers
newsletter and other privileges as stated in these by-laws.
Section 3.
Associate members will have no voting rights on Starcraft International matters,
however, will have all rights as a member in good standing of the Maryland
STARCRABBERS Club.
ARTICLE XII
CAMPING RALLIES
Section 1.
Not less than three (3) regular camp rallies shall be held annually, one each in
the spring, summer and fall. The Vice-President shall fix the dates and
locations of such rallies and report them to the membership at the annual winter
meeting.
Section 2.
The club membership shall participate in the Mid-Atlantic Rally each year. The
rally is held over the Memorial Day weekend. This rally is hosted each year by
one of the following three state chapters, Maryland, New Jersey or Pennsylvania.
Section 3.
The annual state rally will be held each year in September. Election of officers
will be held during the business meeting if their two (2) year term is up. The
Executive Committee will be in charge of this rally and will provide a dinner,
which will be paid for from the club treasury.
ARTICLE XIII
AFFILIATION
This club shall remain in good standing as an affiliated state chapter of the
International Starcraft Camper Club for as long as Starcraft, Incorporated is in
business. The Maryland Starcrabbers Camping Club will remain in effect in
perpetuity.
ARTICLE XIV
PARLIAMENTARY AUTHORITY
Roberts Rules of Order, latest revised edition, shall be the parliamentary
authority on all matters not covered by these by-laws.
